40-60 psi is where a lot of the NO-TILL corn plants well.  And there will occasionally be places as you describe which require more down pressure.Just need to remember to drop the air pressure back down again when going to a more "typical" field.

In "worked ground" I feel 20 psi is a good place to start then check the row unit gage wheels, especially as wet as it has been in many areas.
