Pine Village, IN | I'm not familiar with a GSI Watchdog...However.
If you are able to access while on the local network from a local computer...Then I suggest keeping your Ports blocked on router for as much protection. Then set up a cheap PC accessing the internet and running, what I'm assuming is, a VNC Client that connects to your GSI Watchdog. If you can connect that PC to the GSI Watchdog. Then run Teamviewer on the PC. Any device can then access the PC and control the Watchdog. While still keeping the Watchdog behind a Router Firewall.
I can't believe if the Watchdog is designed to access the internet then why a dealer can't get it to work.
