County built FWD's based on Ford chassis's for probably 40 years... but they used their own front axle with drive shafts on each side so as to eliminate a front differential. The drives were taken from outside the differential on the rear.
What you may have seen was a Balmor (I think), again based on a Ford chassis and it was a skid steer setup. I know very little about them other than a few pics I saw on YT a couple years ago along with some basic info...
