Where are you discharging the fertilizer? If you are placing it in furrow makes sure it is directed rearward or that you are using something like a seed brake to dump the air before the fertilizer boot. Even the slightest amound of air blowing straight downward will blow dust up the seed tube and do exactly what you are talking about.
