Iowa | Error code of 21 means you have an open coil on solenoid "A" which controls forward gears 1,2,3...10,11,12.. and reverse 1,2,3. If that coil is not working you will lose those gears and transmission will skip over those that are missing do to bad coil. Are you missing any of the above gears? If you remove the cover on the RH side of transmission that covers coil bank you can find coil "A" by looking for it cast into valve stack. You could verify that it is for sure that coil by switching "A" with "C" and then if coil is bad you would lose forward gears 7,8,9...16,17,18...and reverse 7,8,9.
