The Steering cylinders have a phasing system. Basically there are two holes letting oil in and out of the cylinder. When the cylinder is stroked completely in one direction the seal in the piston goes across one hole allowing oil to pass by to eliminate air that may be in the system and to align the cylinders with each other because of any oil pass by that may have occurred. Because the seal on the piston goes over a hole (although it is very small) it causes damage to the seal. More than likely, the seal is bad on one or both cylinders. Unfortunately, it can be caused by a small burr in the cylinder that can't be removed. A new seal kit for the cylinders is the first place to start, but if the burr is bad enough, it will cut the seal durring installation and you won't see any improvement.
