I'm sure this is not the issue....but having several 20 series in my stable of Tired Iron, I have, on two occasions experienced what you have. Both times, it was the cable clamp up by the dash levers. If yours is a side console, I cannot say if it is a similar arrangement. The cable that runs from the 3pt dash lever runs in a sheath just like a lawnmower or rototiller cable. Both cases for me, the clamp holding outside sheath of the cable had loosened some (kinda oily in there too ya know) and the entire sheath/cable was moving leaving me with a much diminished movement on the cable. Tightened the clamp up, voila!!...full movement on the 3 pt.

Of course, this was after I dragged the fully retracted parking stands on my 3pt sprayer into 45 deg bends when I crossed a terrace. Just might be worth a check....especially if things were working okay before.
