I've tried Hagen's Brew, PB Blaster and Kroil on some stuck bolts, including a flame wrench and some bee's wax, and have ended up drilling and re-tapping. I think the Hagen's Brew is best, then PB Blaster, but if something is REALLY seized on, no amount of penetrating oil will help.
When using the above, it was soaking the bolts and trying over several days, but I still couldn't get them broke loose.
