I use a homemade circle cutter on a torch. Its just a pointed piece of small rod welded to a hinge so I can clamp it on the torch so it is the length of the radius of the hole away from the tip. Just center punch the center of you hole put the point of the circle cutter in the punch mark and cut around it. You can do pretty good especially if practice on some scrap first.
