I think you may have a problem with the side draft forces caused by the front disc gang that is not counteracted by the rear gang. If the back gang is not digging in the soil it won't hold much side force. A modified disc tiller/one way plow or discer in Canada, disc plow or even a moldboard plow might be a better choice for moving soil side ways to fill gullies and what not. Not getting the gullies in the first place is the correct cure, but sometimes even the best designed water control devices get overwhelmed, like those in North Dakota and Minnesota this year.
