If it is a Raven you can speed up the reaction time of the controll valve so it will keep up with your speed changes. Also if you still want to look at a cruise control, check out Cruise King. We just had one installed on our Mechanical N-14 the other day(yes it is a N-14 not very many bulit). I dont know about the mph being low but they might be able to help.
