I'm 'way out in the country so no DSL or anything else. It's satellite or dialup. Tried a satellite downlink, phone line up and didn't like it at all. Actual cost of WB is $83/mo and change. I sprung for the higher end WB and do get the advertised 1.5 Mbps regularly.
"Regularly" means now and again I don't. Cloud cover is a bummer, as are rainstorms. Light drizzle slows, but doesn't stop it. Had one actual outage for some 24 hours and WB reimbursed $5 on the next bill. No, it won't work for VOIP until we can juice up that dang speed o' light.
Haven't needed service yet--the guy is some 80 miles away. Will see how it goes.
I kept the old dialup for ten bucks a month and use it probably twice a month for a few hours. (Other posters here have pointed out there are old dialups for less, but this way I don't change my old e-mail addy I've had for years.)
