If what you guys say is true, that is a real shame and does the ag community a real disservice.  I think PA is lucky in that the decsions regarding nutrient management plans are mostly grounded in research and guidance from the right people at PSU.  Now, we still have the weird/stupid rules of different setbacks depending on where the manure comes from and of course any setbacks for manure application do not follow over to commercial fertilizer.  But, in general I think we are better off than you are.
