I had to do the same to about 1500 gallons of 32%.

As I figured it, the tank with 400 gallons would need 476.5 total gallons (add 76.5 water).
The tank with 2200 gallons would need 2620.5 total gallons (add 420.5 water).

32% has 3.552 # of N per gallon (11.1 #/gallon product).
28% has 2.982 # of N per gallon (10.65 #/gallon product).

400 g -- 32% X 3.552 # N = 1420.8 # N
1420.8 # N / 2.982 # N = 476.5 g -- 28%

Follow the same process for the 2200 g = 2620.5 -- 28%
