A foot of 1/2 inch pex in a square foot of concrete will produce about 27 btu. The temperature limit of fluid going into concrete is about 130 degrees F. For my use, low 50 degree concrete is fine for working. If my feet are not cold, I am not cold. I do not have a single chair in my shop, so no sitting down. You can use electric resistance heat if you can get interruptible rate power. Electric will be near to gas heat cost with half priced electric rate. Gas water heater will work. Insurance companies get real nervous if they hear the word boiler.
