First, the size (btu) of the heat source is not determined by the floor, it is determined by the heat loos of your building, which is influenced by the cubic footage and insulation of your building. and the local climate data. That is above my pay grade.
Once you determine the heat loss/btu, then pick the type heat source...boiler or water heater.
A boiler requires a more complicated system...a primary circuit and pump, and secondary circuit(s) (floor) and pump(s). The primary circuit is a blending loop that tempers the water temperature coming from the boiler.
A water heater only needs floor circulating pumps.
