High cec has clay in it and its alot harder to change clay than silt or sand. Some clays are alot harder than others to change.
Depending on the clay and its permeability if you put 1000# kcl on it your yield is probably going down.
Dr casteel in his sulfur presentation warns about kcl burning root hairs off of soybeans.
