Small town in Missouri doesn't have cameras, but has a 24 hour cop on patrol. Been a while since I have been through it, but speed limit drops to 20 in town, supposedly because of Amish buggies on the road, and 21 will get you a ticket. Used to be something like 80% of the city budget was funded by the speeding tickets they collected.
