Subject: Hydraulic cylinder, built in flow control?

North Liberty and South Bend, Indiana
Ww have two Case pivot planters. One 16-30 and one a 16/31. The 16/31 lifts the tool bar about 2/3's as fast as the 16 row. Obviously heavier but these require pressure to put them down as well. And it's about 2/3's as fast going down too. Noticed these and wondered if they are flow control valves and if I could adjust them?
