They might have a waiver from FAA making it OK to fly at night for a reason. Movie? Law enforcement training?
Who knows? Might be legal, or illegal flying.
According to the newspaper articles the FAA had no records of any permissions for any night flight given in any of the areas for the siding the sightings were reported
