First and simplest test is to stick the tank to see what is in there. If there appears to be oil, use water paste to determine how much water is under the oil.

What's the water table around the tank? If it's high, an empty tank probably would have lifted.

After confirming the tank has content, the next thing would be to plug up all openings, and then pump 10 pounds of compressed air into the tank, and see if it bleeds down over 24 hours. If it drops pressure, the tank leaks. If it holds pressure, the tank is good, for now.
