Most likely the injector pump is worn and needs rebuilt. One way to check this is while it is hot and will not start carefully and slowly pour water over the injection pump to cool it down while leaving the rest of the engine hot. If it starts the pump is worn. Be careful not to cool the pump too quickly like dumping a jug of ice water on it - might seize something up. Just cool it down in a minutes time or so with room temp water. What happens is as the pump wears clearances get greater and at low cranking speeds the Diesel can flow past the plungers instead of them pumping. The reason it starts when cool is a combination fo closer clearances while cool and the Diesel is not as thin. Very common on a tractor with some age and wear.
