Sounds like the Tech is the one that did not take the high road. I would talk it over with the service manager, and owner if need be, to work out a resolution. In my experience I have paid dealer cost for the parts and actual labor bill paid to tech, not shop fee. Dealer is out no $$, but they are not making a profit on it also.
Have to keep in the back of your mind that you do not want a reputation with anyone at the dealership. A good dealer on a weekend, afterhours, emergency can be worth more than what ever little $$ you get out of this deal.
I would suspect it was a honest mistake that the tech broke the flange, the sad part is he did not owe up to it to you first, rather let you discover it on your own.
