If you don't have rust, it is not legal to spray Stratego.
Headline should be sprayed when soybeans are in full flower or setting pods - R2 through R3. Headline provides better control of septoria brown spot, frogeye and other foliar diseases than Quadris or Stratego. Work by Wayne Pederson in 2005 showed Headline to provide higher yields than Quadris or Stratego.
