The fuel filter is on top center of the engine. About the size of a big almond can. The black lid has a bunch of upward facing grooves. You can put a long screwdriver across it to open it if it doesn't want to open by hand. On the front right corner(as I remember) is a little lever that swings from front to right. This drains the fuel bowl. A hose drains the fuel to below the engine, where it runs all over onto the ground. Helps to do that before you change the filter. I've got a 97. For my 2 cents, I would use the Ford fuel filter. I've had trouble with aftermarket (wix) being built the correct way. Also note this filter is different than a 2000/02 (wife has an 02). The pre power stroke filters are different also.
