On Wednesday Missouri Governor Matt Blunt signed a bill that will require all gasoline to be a 10% ethanol blend. The mandate is scheduled to go into effect on January 1, 2008. The legislation calls for the ethanol requirement to be enforced during times when the price of ethanol is equal to or lower than the price of conventional gasoline. Currently, there are three ethanol plants in operation in Missouri, which produce 115 million gallons of ethanol a year
