The only difference between 3 phase and single phase is the cost to buy and run the phase converter.  It is a factor in the decision but I would not let it be a limiting factor if other concerns say that the bins should be located elsewhere. 

 
We had a choice between adding new 3 phase service on the opposite side of the section and having unattended bins, spending about $30,000 to bring 3 phase to the current bin site, or use a phase converter.  We're using the phase converter and it works fine.  It does consume some power when unloaded, not sure if it really costs much when loaded or not.
