I think you are referring to a material called "strawboard" which can be made out of just about any kind of straw, like wheat, oats, barley or even grass in grass-seed production. I am not sure that the economics of the process can compete with wood based particle board and waferboard (osb) at the present time. Here is some info on "strawboard".

Straw is also used to make erosion mats for use on construction sites to reduce erosion and help establish a ground cover. I would guess that this would be a good way to spread weeds, but maybe not.
I recently heard a USDA guy talk about research on a "gasification" process that would take biomass like straw and grass and convert it directly into alcohol and by-pass the regular fermention process normally used. I believe they are supposed to have an experimental pilot plant operating in Washington state this year.
