SW OH | You can do it with 3/8, it just takes more of them. Ohio requires tie downs to be equal to or greater than 50% of the load, so 22,000 pounds in your case. The capacity of each tie down is the weakest link. However, if there is no chain involved, just a binder, the value is only 50% of the binder. There is no capacity rating for the attachment point on either end. Also tie down all 4 corners and no more than 10 feet between tie downs per side. You also have to have a separate tie down on the boom. Your state may be different.
I tie mine down with 4, 1/2" binders rated at 16,000 each going from the car body to the trailer crossmember with no chain, and a 3/8 chain over the boom. So 4X16,000 is 64,000, but cut by 50% for no chain is 32,000 which is more than 50% of the 48,000 that mine weighs.
