We found years ago to grab a few samples and have it cultured to know what we were dealing with and what antibiotics would work. Electrolytes for those really bad keeps them alive. Move your heavy cows away from the calves when the outbreak occurs. Cycle keeps repeating itself with young calves infected by older calves.
