Capacity is directly related to rpm of shaft, until you spin it so fast the intake can't feed it to keep full. So you need to know what rpm you are turning it and then you need to know how many amps the motor is drawing in relation to motor rated full load amps (FLA). If shaft is turning much slower than manufacture rated rpm and your motor is at FLA then you can't do any more, the motor is your limiting factor. If your FLA is at 75% and shaft speed is at manufacture expected rpm for the rated capacity then you likely have room for a pulley change to see if speeding it up and loading motor will gain capacity.

And if motor is well below FLA and shaft speed is below manufacturer expected rpm then that is your answer. If you are running at lower rpm then expected and motor is at FLA then you need a bigger motor. 15 Hp doesn't sound too far off but that doesn't mean it is working properly due to voltage, rotor slip, or issue with motor like broken rotor bars.
