The problem:  I went through the directory and delete a lot of keys related to the arrow on shortcuts.    Before I did that I exported the entire directory.  I also used the Windows restore backup whatever to make a restore point. 

Now for some reason I can't add anything to my taskbar.  I also discovered too late that I can't increase the size of allocation for restore points.  In the time between my creation of a restore point and discovery of problems my restore point was overwritten by another.  So I've lost my opportunity to restore to that point.

It's virtually impossible to ever know each registry entry that was deleted and restore it on an individual basis.
