Or the seal on the end of the plunger in sediment bowl has failed allowing gas to continuously go to carb and needle not sealing properly on seat allows gas through the carb into the motor.

Edit: I like Steiner Tractor for parts to rebuild original setup.

Edit II: Take pictures and/or make marks to put it back together, getting it "clocked"
