I got rid of row cleaners 20 plus years ago for just that reason.  When you move residue, it creates a channel for water to concentrate to and pick up speed.  So as long as you do that you are going to have those results.

As far as N/S, put it in the ground where it belongs not broadcast.  If you want to dribble a bit behind the closing set up fine but the bulk goes in the soil, period.
