Can you plant across the slope instead of up and down the slope? It may not as effecient but planting across the slope water will not run down the seed trenches.
What type of row cleaners do you have? I have found that for my situation floating row cleaners with depthbands or treader wheels work the best. I can limit how deep they go but they will still float over ridges. I also have found that the more the fingers wear the less soil they move.
I have no experience with some of the newer style of row cleaners but they appear like they would move less soil.
