Doesn’t matter if there is a car across from you or if you are the only car at the intersection, you’re supposed to turn into the lane closest to you.
That’s how I was taught in drivers Ed and how a DOT CDL test is conducted.

Big thing is we used to have "merging traffic on the freeway entrance
now we have to "let them in"
Teacher was all bummed out when I paralleled parked, then when all in the car did it fast
he explained that he just spent 2 hours and never got the car of girls to park
