Floyd County, Iowa | No, the yellow car does not have to wait if the blue is turning.
The yellow has to yield to the blue if the blue is going straight, not turning. The turning vehicle is always supposed to take the nearest lane. The blue is to take the outside lane, so it has no right to the inside lane. If the yellow was going for the outside lane or the blue was going for the inside lane, they are both guilty of improper lane change.
