Because the blue lane is on coming traffic. It only ceases to be on coming when it makes its turn not when it hits a turn signal. Defensive driving 101, regardless of what the turn signal says. A pedestrian always has the right-of-way, even if they are jaywalking. If using your turn signal forfeits right-of-way then why would any one use one? Maybe BMW owners have been right all along.
