NNW Nebraska | Surge suppressors have MOV's. That is a thing that looks like a dics capacitor.
It might be possible to get big enough ones / multiple one to trip the breakers should voltages get that high.
Possible some kind of crowbar circut that would trip some SCR' that would trip the breakers.
Crowbar circuits are found in 12 volt power supplies to trip if final transistors failed and put 120 volts on the 12 volt output. Been awhile since I looked at something like that. Might be something to Google. Not so sure a whole house surge suppressor will cover your problem.
Slight possibility the power company might cover it.
