Are you able to control the rate when the controller is set to Manual by using the INC/DEC switch? If you cannot control the rate manually as far as INC/DEC and predictably change the rate at the desired speeds, the system will not be able to do this in Rate 1 or Rate 2.

As far as reverse polarity to the control valve, the simple test is to put the system in MANUAL and use the Inc/Dec switch in an attempt to change the flow rate manually. If pushing Increase does cause the rate to increase and Decrease does cause the rate to decrease then the polarity is correct. If the opposite result occurs then the polarity is reversed.

Once the INC/DEC polarity issue is solved then attempt to run in manual where you adjust the applied rate.

Running at 5 psi is very unusual. Many tip checks will not open until 10 psi. The low rate and electric pump look like a bad combination to me. I would not use an electric pump on anything but an ATV sprayer to use around the door yard.
