As mentioned you might be set to self-test speed. If it shows a certain speed all the time whether moving slow, fast or standing still, it is likely set to self-test speed.

Are you certain you changed the speed cal and not the meter cal or valve cal?

What are you using for a speed sensor? Is it a magnetic wheel sensor? The speed sensor works by shorting out the signal line thus creating pulses. If you still have a bare spot, that might be creating more pulses than it should. Repairing those CoAx cables on the farm usually doesn't work out very well.
