Washers come un different grades and sizes. Common hardware store is GR2 USS washers. Most OEMs spec HS (GR8/Class 10.9) washers that are as hard as the bolts being used. Most OEMs also prefer DIN or SAE, but you can get USS in GR8 too. If the base materials being bolted are harder than the bolts, no washer is needed but are commonly used to keep from scratching paint.
