All 3 of my Peterbilt 379's ( 1989-1990 and 1997 ), have Holland slideable fifth wheels, and all 3 are bolted to the frame with 16mm dia 10.9 bolts with narrow width thick flat washers under the heads, and then flats on the inside of the frame with nylon type locknuts.
All are from factory this way.

Torch them off or slit saw disc, many times the "POP or BANG" when making the final cut, from the tightness or rust jacking or both.
