Townsend, Montana | You either need to contact an officer in your state, and get everything in writing, including their name and badge number, or you need to dig into the laws and figure everything out.
I do not have a CDL and have driven 80K# truck and trailer into ND, WY, ID, UT, and WA with minimal problems. Have never been ticketed/fined/detained for no CDL, just a bit of hassling by officers that don't completely understand the regulations.
