MiradaAcres - you can legally drive a 26,000 GVWR truck while pulling a 10,000 GVWR trailer which puts your GCWR at 36,000 and do not need a CDL.
I believe you have been mislead.  A CDL is required for any commercial vehicle with a TOTAL gross weight of over 26,000 pounds.  I've heard some discussion about whether it is actual weight or GVW rating or the rating of licenses of the vehicles.  But it is always the total of the vehicle driven and anything towed together.

It's also required regardless of weight if placards are required
