Everyone ALWAYS wants to blame the President for the bills that the House stuffs full of rank Pork and the senate advances to the Presidents feet.
Then if the President raises any concern about the bill they get labelled as trying to starve kids or grandma because this bad Pork is almost always attached to a bill that HAS to be passed to avert some disaster.
Line Item Veto needs to be brought back and used often, by Presidents from both parties.
