He’s referring to LA basin smog from cars and other industrial pollutants in 60s-80s.
Ed like most government agencies and programs starts with good intentions and never stops growing or accumulating more power until it’s burdensome to the taxpayers and can’t be killed or reigned in.
Turbo 8820 is referring to the nearly annual California wildfires that fill up almost the entire western United States with smoke similar to the Canadian fires. Yes smog in California has been greatly reduced. I had 3 aunts that lived in LA and remember first seeing the mountains while on a ride in Disneyland. It is still far from clear in California with the wildfires.
