EC SoDak | SESD and NWIA get more rain than for instance I do (I’ll have to look for the Midwest map that shows avg moisture), so to an extent I suppose so. However, out east just blows the western belt away for moisture. So the likelihood of a saving rain is much higher. You’ll hear about hurricanes that transition to severe storms saving the mid/eastern belt to break a drought. Much of the western belt has no chance for that as it doesn’t fit the geographical pattern, thus why our droughts tend to be more severe and years long vs mere weeks or months. Plus, their droughts are our yearly moisture levels, so timing of rain is important too.
