No, the point is; I've seen the results of wildcat diking and draining right here on my farm, before the EPA and other rules were put in place. There is a definite need for rules and permits. Are they a hassle? Yes. Can you drain your swamp if you jump through all the hoops? Very likely. I'd like to invite you to do a little research into the Salton Sea in the Imperial Valley of California. All the guy wanted to do is divert a little bit of water and it got way out of hand. A perfect example of why we can't have nice things. 



Not exactly the same as trying to drain a corner of an Iowa corn field, but I'm gonna give up.
