NW MN | Back in the 90s I remember Manitobian furniture stores advertising on our local TV stations, 8 & 11, no GST & PST for US shoppers.
It’s worth mentioning it to the tire shop but I am guessing they know your stateside already and they are doing what they have too.
Pay it and request the refund. Tire shop is helping you out already why burden them with your paperwork.
